The Ministry of Scientific and Technological Development, Higher Education and Information Society has reclassified and re-categorised the DVM Consultation of the Republika Srpska as an international scientific conference of the first category. This will enable academic staff to receive a higher evaluation for their papers as authors and co-authors (R30 or M30). Based on the classification and categorisation of the scientific conference, this Ministry has also allocated funds for its co-financing. The Veterinary Institute was a co-organiser, and the President of the Scientific and Programme Committee was Dr Drago N. Nedic, a full professor. 2023 Categorisation. The Ministry of Science and Technological Development, Higher Education and Information Society has categorised the Veterinary Journal of the Republic of Srpska into the first category of scientific journals. This means that it is the leading national journal in this field and falls into the R51 or M51 category. This will contribute to the greater visibility of our research and the overall ranking of the journal and the publisher (our institute), and will allow academic staff to receive more points for their published papers. This is particularly significant as papers from this category of journal are mandatory for academic advancement. The International Scientific Conference, the 28th Annual Consultation of Veterinary Doctors of the RS (BiH), co-organised and sponsored by the Veterinary Institute of Republika Srpska, will be held in Trebinje from 15-17 June 2023. This scientific conference is officially categorised as an international scientific conference of the first category, which confirms the quality of the papers and the high standing of the speakers. This is an opportunity for participants to learn about the latest developments in science and practice. The organisers are the Veterinary Chamber of RS and the Association of Doctors of Veterinary Medicine of the Republika Srpska, and the co-organisers are the Veterinary Institute of RS ‘Dr Vaso Butozan’. Banja Luka, the Faculty of Veterinary Medicine of the University of Belgrade and the Department of Veterinary Medicine of the University of Novi Sad. The sponsor is the Ministry of Agriculture, Forestry and Water Economy of Republika Srpska. Yesterday, the Republican Commission for the Election to a Scientific Title, which operates under the Ministry for Scientific and Technological Development, Higher Education and the Information Society, convened.
The minister, Prof. Dr Željko Budimir, attended part of the meeting and announced significantly greater support for scientific researchers and more funding for scientific research.
One of the three candidates for election to a scientific title was our colleague, Dr Bojan Golić. Following the addresses by the President of the Scientific Council of the VIRSVB, Prof. Dr Draga Nedić, and the President of our commission, Prof. Dr Milorad Mirić, members of the republican commission in turn offered a series of commendations for the candidate and for the overall activities of the Veterinary Institute, and unanimously decided that Dr Bojan Golić be elected to the title of SENIOR SCIENTIFIC COLLABORATOR.
This completes the selection procedure.
On behalf of the Scientific Council, we congratulate our colleague, Dr Bojan Golić, Senior Research Fellow, and wish him every success in his future career. We also extend our encouragement to our colleagues who are about to be appointed to academic ranks, as well as to those on doctoral studies, to know that they can count on all of us for support on their journey to acquiring new knowledge and being appointed to higher ranks.

– to improve the quality of scientific and operational work and to intensify cooperation with field practice and business entities…

On 31 October 2022, the 2nd regular session of the Scientific Council of the Veterinary Institute RS ‘Dr Vaso Butozan’ Banja Luka was held. As a reminder, the members of the Scientific Council are: Dr Drago N. Nedić (President), Dr Željko Sladojević, Dr Dragan Kasagić, Dr Violeta Santrač, Dr Biljana Pećanc, Dr Milorad Mirić, Dr Danijela Kirovski, Dr Ranko Škrbić, Dr Bojan Golić, Dr Vesna Đorđević and Dr Vesna Kalaba.
After the minutes of the previous meeting were adopted, the newly appointed Director of the Institute, Dr Dragan Knežević, addressed the members of the Scientific Council. In addition to introducing his colleagues, Knežević welcomed all the members of the Scientific Council and emphasised that the Scientific Council is a very important part of the institute and that he, as director, will fully support its work in the coming period. The discussion then turned to our previously launched initiative to initiate a debate with the relevant ministry on amending the Regulation on the Procedure for the Acquisition of Scientific Ranks. It was concluded that further activities should be postponed until a new government is formed.
Members of our council, the deans of the Faculty of Veterinary Medicine of the University of Belgrade and the Faculty of Medicine of the University of Banja Luka, expressed their readiness to cooperate on scientific projects, publication of scientific papers and the possibility of employing the Institute's scientists as mentors for candidates preparing and defending doctoral theses. This particularly applies to doctoral candidates from this institute.
It was agreed to launch an initiative with the Ministry for Scientific and Technological Development, higher education and information society to classify veterinary medicine within the group of medical sciences, i.e. to transfer it from the scientific field of Agriculture, fisheries, forestry and veterinary medicine to the scientific field of Health and health protection.
It was concluded that the possibility of the Institute becoming an affiliated member of the University of Banja Luka should be considered, and that the appointment to academic titles should, instead of being carried out by the Ministry, be done through the relevant University bodies.
The request from Bojan Golić, a research associate, to initiate the procedure for his election to the position of senior research associate has been approved. A commission is appointed, comprising: Prof. Dr Drago Nedić, Dr Željko Sladojević, senior scientific associate, Dr Bojan Golic, Research Associate.
The report from the international scientific conference, the 27th Consultation of Doctors of Veterinary Medicine of the Republic of Srpska, was adopted. The President of the Scientific Council, in his capacity as President of the Scientific and Programme Committee of this conference, informed the attendees that the 27th. The 27th Veterinary Medicine Consultation of the Republic of Srpska International Scientific Conference, categorised by the Ministry for Scientific and Technological Development, Higher Education and Information Society (https://www.vladars.net/sr-SP-Cyrl/Vlada/ Ministarstva/mnk/ntr/kns/Pages/default.aspx). A total of 85 papers were accepted from various fields of veterinary medicine. A certain number of papers were not accepted as they did not meet the criteria for the scientific conference. The authors are from 11 countries: (BiH-RS, SRB, CG, MAC, HR, SLO, ROM, POL, GRE, SPA, ITA), from various educational, administrative and business institutions. In total, there are 284 authors, or 3.3 per paper. Over 4 days, 9 plenary sessions were held. The co-organisers of the conference were: the Faculty of Veterinary Medicine, University of Belgrade; the Department of Veterinary Medicine, Faculty of Agriculture in Novi Sad; and the Veterinary Institute of Republika Srpska ‘Dr Vaso Butozan’. Banja Luka. The sponsor was the Ministry of Agriculture, Forestry and Water Economy of Republika Srpska. All papers were presented with significant discussion at each session.
We regularly apply for the competitions announced by the competent Ministry of Science. A decision has already been made that the ministry (the Government) will subsidise our scientific consultancy and the printing of the proceedings.
The categorization of our scientific journal, the Veterinary Journal of the Republic of Srpska, is also expected and it is expected that it will be in the category of the leading national journal, i.e. R51 (M51).
In order to prepare in good time for applying for research projects, it is essential that all researchers prepare specific proposals with a topic, a sound justification, references, a project team, and a financial plan. This will enable a quicker adaptation to a specific call. It is desirable for everyone to prepare, as an institution can submit multiple projects. Within a single project, a scientist can be the coordinator and, in addition, a member of the project team for two other projects. This provides an opportunity to implement a project, write a scientific paper for the SCI list, and gain points for promotion.
In addition to a number of other topics, the development of criteria for co-financing educational activities, participation in projects, the printing of publications and the like was also discussed, and it was concluded that the director would form a commission to prepare the relevant act.

The constituent session of the Commission for the Acquisition of Scientific Titles was held at the Ministry of Science and Technology of the Republika Srpska on August 29, 2018. The Commission was appointed by the Minister of Science and Technology of the Republika Srpska and has seven members, full professors (Prof. Dr. Vojislav Trkulja, Prof. Dr. Zdravko Todorović, Prof. Dr. Zoran Arsović, Prof. Dr. Zoran Vujković, Prof. Dr. Dušan Jokanović, Prof. Dr. Radoslav Grujić, Prof. Dr. Drago N. Nedić).
Prof. Dr. Radoslav Grujić was elected as the President of the Commission, and Prof. Dr. Drago N. Nedić as the Deputy.
After the constitutive meeting, a working session of the Commission for the Acquisition of Scientific Titles was held, at which Dr. Bojan Golić and Dr. Violeta Santrac, of the Veterinary Institute of the Republika Srpska "Dr. Vaso Butozan", were elected to the titles of scientific associates.
